Uniform Query

Please can someone tell me what organisation the person in this photo belonged to? I know that the car is a Willys and is registered to the Wehrmacht, but there are details of the uniform which I find strange. I will add some closer scans, but they are fuzzy. Thanks in advance,Kerry.
