Opinions Wanted On Uniform Insignia...

I am looking for opinions on the insignia on the fellow in the far right of this photo...note the oversize breast eagle with smaller circled swastika, the shoulder boards with (possibly ?) some kind of unit (not just rank) insignia, and the odd looking collar insignia "bars" - a German national with just a non-standard uniform ??? A foreign volunteer ??? or ???

The national emblem is just a normal flatwire type on subdued base sewn to a wool backing. It is hard to tell what is going on with the collar patched. Maybe EM type mounted litzen?

Thankx Mike....indeed it is hard to tell exactly what is going on in regards to his tabs.

I copied / cropped this photo from a sales site, and am considering going after it as each of the soldiers has his own personal puppy in front of him (the fellow on the left is trying to get his dog to smile for the camera - ).
