Panzer Wrapper Photo Question....

A friend of mine asked me to post this on his behalf....can anyone positively identify the (leather ??) cord / strap that is seen on this Panzerman's right shoulder ??? (Note that it goes under his shoulder board and into his tunic)

It almost looks like the leather strap to a compass. That could explain why it goes inside the jacket.
