Paul Giesler docs - Translation please.

Recently aquired documents both ink signed by Paul Giesler. They appear to be some kind of citation and covering letter. Could some kind soul provide a translation please? or at least give me the gist of it.

Again the scanning process has reversed the embossing on the seals.
The letter is on a kind of linen type material watermarked with a castle and the word Colambo.
The Citation? is on the quality thick paper used for award citations.

    Thanks.
    David.
At Rathau on the Aller, the CO of 5th Royal Tanks advanced on foot to take a cautious look into the town before his tanks moved in. He encountered one of his own officers, a huge Welshman named John Gwilliam who later captained his country's rugby team, 'carrying a small German soldier by the scruff of his neck, not unlike a cat with a mouse.' The Colonel said: 'Why not shoot him?' Gwilliam replied in his mighty Welsh voice: 'Oh no, sir. Much too small.'

      Hello David.
The coverletter originated at the Bavarian Statesecretary for Education and Culture and is directed at the president of the regional government in Ansbach.
It pertains to a promotion and assignment of a person to fill a personnel slot at the agricultural school in Triesdorf. It lists the particulars of the budget matters for this particular slot incl. the effective date etc.
The large document is indeed the promotion doc. for the covered person and includes an admonition to be true to the civil service statutes and so on.

Thank you most kindly for the information. My German is not very good at all but is improving slowly thanks to this fascinating hobby.

        Cheers,
        David.
