Unfortunately I´m not able to identify what kind of decorations are the second ribbon. At first view I think Ostmedaille , but this is impossible , because this ID card was exposed in 1938.
It´s also IMHO strange, that the red round stamp not exact concur , and the upper part of photo is probably missing from this same reason?
Or it´s perhaps only an optical illusion, due to the bottom left of the photo is loose?

This looks to be a M.40 field grey tunic ? with colored piped shoulderboards ? and yet the picture is dated 1938 ?
The rivets attaching the photos in both pictures are the Same ? Coincidence ?????

These documents clearly have problems / issues of various sorts.......for one, just compare the dates and photos in the first two documents - this youngster aged about 5 years in 5 months.....if others are OK with these documents fine, but none of these pieces would be in my collection.

Could it also be possible that the cut on the top right corner of the photo looks very fresh.?? Like it was done by a seriously good forger to add authenticity,

The first ribbon on the bar is the Memelland medal, the second is the Sudetenland medal - both folded in the Southern-German style.
Memelland medal was authorized on May 1, 1939, Sudetenland medal was nstituted on October 18, 1938 and this ID card was issued on September 28, 1938...
