      Stan,
It is the standard recommendation for appointment as Police President, signed by Wilhelm Frick.

        Let’s reconstruct his CV:
Leo Gotzmann was born 14th July 1893 in Olmütz, his present rank up to that point was Oberregierungsrat, now he was appointed for Polizeipräsident. He lived in Vienna, from 1932 to 1934 in Marokkanergasse 4, from 07-251934 to 02-18-1938 imprisoned in Stein, from 02-19-1938 to present Vienna, Stollgasse 5. His confession was roman-catholic, he was married, had no children.
During the first World War he reached the rank of lieutenant (fighting at the front - serviceman?). He had been member of the NSDAP since 1st May 1938, his number was 6.186.278. He didn’t hold an office neither within the Party, nor in the SA, SS, NSKK ...
He was awarded the Blutorden and he was member of the Reichstag (parliament). He was no member of another party or association, no freemason lodge, no anti-state activities before 1933. Life long sentence 1934 because he had taken part at the “July riot” 1934. After having spent 3.5 years in prison, Austria was annected by the German Reich and he was subsequently reemployed.

            Hi Stan,

Some further interesting background research shows Leo Gotzmann listed among those who received the Blood Order Type II on July 20, 1939. According to Trebes' fine CV translation below, Gotzmann did not join the NSDAP until a month and a half after the Anschluss, so he was not considered to be a part of the Austrian Altekampfern from the early NSDAP days in Austria. But he apparently played a major part in either the assassination of Austrian Chancellor Engelbert Dollfuss or the riots that ensued across Austria in July 1934, or both, for he received a life sentence (for high treason?) for his efforts. It may be that, post-Anschluss, a grateful Führer expressed his gratitude to those who had suffered prison sentences at that most difficult moment in German/Austrian/Italian relations by presenting them with the Blood Order. (A further connection between the Bavarian Putsch of 1923 and the Austrian uprising of 1934 that led to Dollfuss' assassination is that that incident became known as the 'July Putsch.' All who had participated in the Beer Hall Putsch -- and especially those who subsequently served prison sentences -- were the original recipients of the Blood Order.)

A great document, my friend! Many thanks for sharing it with us!
