It is not meant the Polisch economy!

It is meant, that it looks "unordentlich" > messy


Who told you, that this is a picture with Himmler on it?

The man in the background is a police man.

I think, if it had been Himmler, the owner of the picture should have noticed it on the picture.

That certainly looks like Himmler and Wolff to me. No reason why there shouldn't be a police officer in the photo. The ones I find difficult to explain are the woman and child.
