This photograph is taken at the Reichsfinanzschule at Wöllershof. In the background visible is one of the remarkable buildings of this school.
Inspector Dr. Heintz walks along the front, behind him is Stammführer Schrauder. I guess the photograph is taken in about 1940/1941.

Compare to this more recent photo- it's now a psychiatric hospital. The Wehrmacht had already turned it into a military hospital in 1943.
