I´ts IMHO a bilingual Russian-German armband " Дежурный / U.V.D." ( Unteroffizier vom Dienst = duty NCO)

Very interesting photo. It seems the armband is covering up a national shield - are there any other people in the photo with the shield clearly visible? This would clear things up.
