Would say Hans Kreysing. Won it probably as Kmdr 3 Geb Div. Kreysing won RK before he was promoted to GenMj. But this picture seems to show a Cross of Liberty edited onto the picture in place of possibly his RK.

No, it's not Steets. He was 42 at the end of the war and didn't serve in WWI.

About Gen.Maj. HANS STEETS: On the net I found this picture of Hans Steets with this description (translated from Russian):

Major Shteets Hans (Hans Steets), Chief of Staff of the 1st Mountain Division conducts an interrogation, Major-General B.S.Rihter, Chief of Staff of the 6th Infantry Corps of the 6th Army. Translator - "volunteer" from the local population, or a former prisoner of war, uniforms without insignia, a white armband "In the Service of the German army." On his head - Bergmütze from stocks Mountain Division, also unmarked military supplies. Richter went missing June 28, 1941, was captured and later headed the Abwehr school in Warsaw. In August 1945 shot.

Steets is impossible. The General officer pictured above served in WWI, Steets was born in 1903 and joined the army in 1922.
