KM RKT and DKiG identification

I don't have my reference books available right now so can someone identify this Korvettenkapitän, RK and DKiG holder for me?

The photo was taken in Norway and my guess he's a flottilla commander of an MS or R-flottille

him is Hans Bartels

I considered Bartels but as far as i know he didn't hold the DKiG?

Could it be Karl Bergelt?

just bringing this back up to say that i believe i've found who it is. Dr.Walther Fischer, from Mar.43 to the war's end, 1.admiralstabsoffizier to the Admiral Norwegisches Nordküste.
