Oldenburg was the headquarters city of Gau Weser-Ems, situated along the Dutch border. The original Gauleiter of Weser-Ems was Karl Röver, who was succeeded in that position by Paul Wegener (1942-45), who was Gauleiter when this photo was archived. The subject of the photo is unknown to me, but he was probably a military hero who won the Knight's Cross and lived in the Oldenburg/Weser-Ems area. The photo itself was the property of the Gau Photo Library in the Propaganda Office of Gau Weser-Ems. The photographer was P. Grun and the photo was taken on January 30, 1944, probably during the local celebration of the NSDAP's 11th Anniversary of political ascension. It is unfortunate that the photo subject's name has not survived with the picture.
