Help needed on uniform identification

has anybody an idea for this guy?

The uniform looks like diplomatic, but he wears the Postschutz belt buckle!
Who can help?

I am doing a little bit of guessing here, Obviouslly a party functionary of some sort, but looks like, "Ostministerium" eagle or maybe Orstgruppen I will post some pics in a bit. Orstgruppen uniform is simmilar except the pocket flaps are not scalloped. I will see what else I can dig up. Hope this helps

Ostministerium Hat, except for the down turned wings, the eagle looks very simmilar

I've seen now a few of those photos. Quite interesting, it seems that most of the times they wore Postschutz belt buckles.
