Reichskriegerführer SS Gruppenführer Wilhelm Reinhard signed Document and pic?

Hi all, I manged to get hold of this document signed by Wilhelm Reinhard (can even see the ink feckles from the ink signature still) I’ve got the jist of the what the letter says and have translated it as such:

Dear comrade

Your golden wedding celebration, I speak to you and your wife in the name of the Nazi Reich Germany (Kyffhauserbund) to give the warmest of luck and blessing.

I pass my thanks for you and also the NS. Reich veterans WW1 association and truley wish that you and your faithful companion have a long healthy life granted may be.

The document came with a picture (shown) can anyone confirm if this is a younger W Reinhard or is it someone else??

No it's not Reinhard, it's probably Friedrich Berges
