Armband Identification

Hi,
I wonder if anyone can say what rank the man with the armband who has his back to us in the front row. The photo is from May/June 1943 and was taken in Schneidemühl if that is of any help. The second photo shows a few Russian military type of people especially the tall man at 3rd right.
