I can see that his first name is Alfred, not sure about the surname... possibly "Kehr"?

It's Alfred Hess, the brother of Rudolf.

Alfred Hess was "Stellvertretender Gauleiter der Auslands Organisazion der NSDAP" deputy

Gauleiter of the Foreign Organizatio of the NSDAP.

He also started the local NSDAP in Egypt.
