Help with pic

Hello,
I need some help with this pic. At first I thought they may be police because of the camo smocks, but their uniforms look like standard army. Any ideas who/what they might be? Thanks

On occasion Heer units were issued with SS camo smocks.

Collecting German award documents, other paperwork and photos relating to Norway and Finland.
