Maybe some of them were serving in the Heer (or another branch) when they were in Africa and were transferred to the SS after the fact. They would be allowed to wear their armband on their SS uniform, correct?

Yes, or they are (previously) SD personnel which have been active in North Africa (Waffen-SS of course not).
