Hello Mike,
I agree that the EK2 document is signed by Oberst Hans Schlemmer. At the time this document was signed, Schlemmer was not "officially" the Divisional Commander of the 134. Infantry Division but was "acting leader" of the division.
Posted below is an example of von Cochenhausen's signature as well as two examples of Schlemmer's signature. Both Schlemmer signatures are from 1942, when he held the rank of Generalmajor and was Divisional Commander of the 134. Infantry Division.
