Interesting / Odd Photo....

Any opinions on exactly what this photo may possibly be all about ???

Note that the two "deputized" fellows (Ethic Germans ??) in the foreground are armed with what looks to be a pump-action Shotgun and a Crowbar (!!), and that the shovel armed "work column" they are escorting is made up of "Eastern" prisoners....

I think this is early war photo (1941) with Soviet POW column moving for work. 'Deputized' fellows are not ethnic Germans but Eastern volunteers from security unit.

This is a photo of Ukrainan refugees with the same excort.

Can anyone positively ID the weapon cradled by the fellow on the left in the first photo posted - pump-action (or double barrelled) Shotgun or ???
