It is an official but not a military document and it is comming from the Deutsche Reichsbahn (German Railway)

A woman named Erna Ludwig was sworn in when she started to work with the Deutsche Reichsbahn.

The signature a behalf of the Reichsbahn is "Jagow" (Leiter der Reichsbahnstelle).

Sorry, but can not read the name of the railway departrment (office) not even the exact date.
