A honour pamflet i think.It says for our fallen comrades en then all there picture's on it

It was very common during / after WWI to make such a photo memorial plaque for German soldiers who were killed in action. Those plaques were given to the families, association members or the church.

It seems that it comes from the town "Okel" and all ww1 soldier from that place are listed. The KIA ones seem to be lister in the upper line: 11. The others are "Mitkämpfer" (combatants)
