Help to ID a political leader

I bought this one of ebay and i was hoping that someone could help me identify the general(looks like Guderian??)and the political leader he's wearing a WW1 u-boat badge,EK1 and possibly a golden partybadge but that i can't be sure of.Thanks in advance.These are the seller photo as i don't have it yet but it is mine.

Doesn't look like a GPB ,maybe a HY honour badge it looks trianguler on the close up.
