Hello Paal,
I`m not sure but it might be a glider badge of some type,
take a look at the post by Stijn David on Glider pilots and award combinations and you will see a similar looking badge there.
I think it was a civilian award which was awarded for endurance or for reaching a height of 1000 metres.
As I said, I`m not sure so hopefuly someone with more knowledge will confirm or correct me.
