Karl, looking at some of the photos in the thread I pointed out, the "POA" writing is nearly invisible on some of them. Also the size of the shield on your photo isn't too different. Guess POA is still the most likely possibility then.

Actually, now that I think of it, I have seen Vlassov before in books. He always wore those kind of odd looking bakelite framed glasses.
Is there anyone else out there who has an opinion on the uniform in my photo?

Actually, now I have doubts on it being POA.
I was looking through one of my dad's old Manions catalogs from 1985 and there was a patch for police called the "Police Cross of the Southern Tradition."
I will see if I can find pictures of it on the internet of it.
