Yes, it is an invitation from Hitler to attend a reception at the Berlin Reichschancellery given in honor of Georgi Kyoseivanov, Prime Minister of Bulgaria (from 23/11/35-16/2/40) on 24 April 1939. The invitation does not give the specific location of where in that huge complex this event was to take place, but if it were to be held in one of the great rooms in the New Reichschancellery the invitation would have been more precise. The New Reichschancellery had opened in January of that same year, though smaller events involving as many as two or three hundred guests also continued to be held in the various rooms of state in the Old Chancellery building. My sense of this document and the event it describes is that it was probably held in the Radziwill Mansion -- the Old Reichschancellery.
