Who are with general von Reichenau?

I got this photo recently, and it appears like it's general von Reichenau in the centre. It seems like it is from a pre-September 1939 ceremony, as there's a British general in the photo. Any guesses as to who the general to the left and the British generals might be?

might be von Kluge?

Looking at other photos of von Kluge, it appears to be a possibility. Now, as far as I know, they served in different Wehrkreise. Would it still be posible for boh of them to be present when some high-ranking foreign general visited? And what's with the Luftwaffe troops, when the generals are Heer?
