It's signed by Arved Theuermann, a Baltic-German who took command of the entire Legion Nederland as of April 1, 1942 (succeeding Otto Reich). He was in turn succeeded by Josef Fitzthum in July of that year. due to his background, he eventually commanded a Latvian Waffen-SS Regiment, and then the Kaukascher Waffen-Verbaende.

Here is the whole document. This man was my aunt's brother-in-law. He was also, for a short time, a member of the Heimwehr-Danzig, although if you look at his pass, it says he was from Zoppot, when in fact he was from Apenrade, Denmark. I believe he was one of the individuals who took part in the operations in Poland which started the war.

Here is his award doc for the Infantry Assault Badge, and a photo of the man himself. He was killed in action on the northern front in 1944.
