Unusual SA Uniform

There is an SA Sports Badge award document for sale on eBay right now with a photo of an SA man in an unusual uniform.

Can anyone identify what appear to be cloth patches above the collar tabs on his uniform? I've never seen anything like it.

I'm not a SA specialist, but if the rule was the same as for the nskk, the gothic "V" above the collar tabs was for Verwaltung.
