SS-Polizei-Gebirgsjager Regiment 18

Here's a pic (I only have a digital copy) of a Polizei officer talking with an SS General. The Polizei officers are members of SS-Polizei-Gebirgsjager Regiment 18. This was the only Polizei unit allowed to wear the edelweiss patch on their left sleeve. Note the SS breast runes and EKII spange worn by the officer talking with the General. Can anyone identify this General?
