SS-Colonel.... ID

Hi guys,

I am just curious if anyone recognizes this SS-colonel. Not sure when or where it was taken, but he is the recipient of the Golden Party Badge, War Merit Cross without Swords and the Winkel für Alte Kämpfer (which would make him either member of the SS who joined the SS, NSDAP, or any one of the other party-affiliated organizations prior to 30 January 1933 or a Austrian-SS, member of the Austrian Nazi Party or Sudetendeutsche Partei prior 1938).
