Is this a Kapo armband being worn by the guy walking towards the camera ? Looks to be gates and fences up,is it a Ghetto ?

but about the kapo i don't know but i don't think.
armband makes me think about poland or lithuania..

Yes,

ul. Lutomierska Nr.2 ( Lutomierska Street) in the near of the church.

You can still see the building in the behind. The building on the front was build in the 50- 60s.
