Can someone please tell what this card was given for?

Is it related to the mothers cross or is it some kind of ausweis?

It is a special pass for mothers (this one with 4 children) that she is attended

preferred/favored in offices, shops or administration offices.

This is only the second in this style i've ever seen (saw it for sale last week as well, the price was good if i remember). I have one as well in a slightly different colour, bought about ten years ago.
