It looks very much like Generalfeldmarschall Wilhelm List, but I can't say anything about the location (Balkans?)

It is definitely List as I have the same press photo which identifies him as such. This photo was released on 12 March 1941 and says "General List is visiting a Panzer Division in Bulgaria."
