I believe you are right in identifying Karl Wahl of Schwaben as the Gauleiter in the photo, though a fallback opinion could be that of Robert Wagner of Baden...

Karl Wahl is iron clad. He was Gauleiter Schwaben 1928 - 1945. 27 ID was under Bergmann in Ausburg, Schwaben,


in "zoom display captured" third row, younger looking WM offz could well be Bergmann's Ia Hubertus Lamey.

As to Moder, while it looked quite like him, he was more associated with Altoona Hamburg, Berlin and Poland?
