    Question about stamp and number

I have some questions about the picture below.
    1. Why is there a number 2 beneath the eagle and swas?
    2. What's the use of the 6965 in brackets? What does it stands for?
    3. You have any idea who might be the signer of this document? (urkunde for Ost-medal)

    Many thanks,
    Peter

    btw, his unit was 10. /I.R. 417.

The number 2 indicates that this unit had more than 1 stamp. So you could identify the exact stamp - and the holder/owner of this stamp.

The number in brackets indicates the number in a list where all documents have been registrated.
