The TERRA life insurance was a private payed (by the person) insurance - not an official insurance of the German Army.

The widow of a soldier KIA received a monthly benefit/pension by the German government for the rest of her life. If they had chirldren they also got an extra pension till they are 18 years old.

With theses millions of soldiers KIA in WW2 the German Government could not pay them all an insurance.
