The white building was a temporary structure created for Hitler's visit to Rome.
It may seem funny, but many of the structures you see in the movie of Hitler's visit in Rome was fake ... even a entire railway station (Ostiense station), which was completed 2 years later.
Mussolini was a "Master of Fakes" and Italians believe he can really fight and win against England and the United States.
