Sp would be the location, could be any city / village starting with "Sp", like Spandau

I beg to differ; why would the abbreviated name of a construction site be placed on a vehicle?

Personally, I think "Baustab Speer" is a far likelier answer.

Because there was more than 1 construction site during this time? Hundreds of trucks were on the move, bringing all kinds of diff. materials to diff. sites?

And all of them were marked with their abbreviated destination as opposed to the common practice of marking them with the organisation they belonged to? I give up...
