correct...maybe the arm is just paralyzed.

could the award be the rare NSB March Medal, given out to those who took part in the yearly March of the NSB through the Districts of Holland. but that would date photo 1943 onwards

Paralysis of a limb due to wounds suffered in combat would have qualified for a silver wound badge just like actual loss.
Of course, the arm could have been lost/paralyzed in an accident.
