Does that cuff-title on the SS-Pz man say "SS-Totenkopfverbande"? Was that title worn by the W-SS wartime?

That is a very interesting photograph and does indeed show the SS-Totenkopfverbaende title.
Originally intended for men and officers on the staff of the Leader of the SS-TV the bands were issued to the reinforcement personnel added to the Totenkopf regiment when it was established in 1939.
