Kriegsmarine or SS?

Hi out there!
Can anyone tell me what service you think this man belongs to? If you look closely he appears to be wearing a ribbon just visible under the edge of his collar???.. but is that that the top part of his striped naval collar? I'm pretty sure he can't be an SS-Schütze much more likely from the Kriegsmarine wearing a pea jacket with what I believe is a cornflower blue collar patch?
