It could be Konteradmiral Joachim Lietzmann.

Joachim Lietzmann was not in Paris., wasnt he ?

Aye, I'd say it is Lietzmann. He was Chief Of Staff of the Commanding Admiral France from 22 Jun 1940-07 Apr 1942, and was promoted to Konteradmiral on 1st January 1941. The I.V. shows that he was signing it on behalf of someone, in this case the Commanding Admiral.
