2 new photos from a local flohmarkt

Hi guys.
I am just back from visiting a local flohmarkt here in East Germany.
Apart from the sunny weather and smell of koffee und brothwurst :-) There wasn't much going on.
But just before I left, I spotted in a old school book these two portraits.
The wehrmacht man is the same in both but what is really nice and interesting is the other uniformed man.

Can anyone tell me more about this uniform and maybe a simple idea of value for this photo ?

The first photo is a standard portrait worth maybe 5 to 8 Euros but the second is much more interesting as the older man is a member of ORG TODT and the younger man appears to have a P & number on his shoulder board....hard to see. Anyway it can fetch around 15 to 20 Euros.
