Which organization is a collar on his neck, and why there is no eagle on his chest ? May be it SS officer and eagle on the left sleeves... ?

What message is on the other side and what it means ( K.O.F ) organization ?

He is not an officer but private. I guess he is a police member and his eagle is on his sleeve.

"Zur Erinnerung an Deinen Freund Otto

K.D.F. Seebad, 30.11.1940" - In memory of your fried Otto, K.D.F. - The NS leisure

organization "Kraft durch Freude". Seebad was the name of a NS tourist village/hotel.

Can identify what party members sit at the table?
What is a military rank soldier is circling in red ?

Some sort of Hitler Youth dinner judging from the uniforms present.

Not sure about the chap on the left But He is not in the HJ leadership corps but is most likely some other sort of party official looks like a Gauleiter rank?
