Dont know much about golden party badges.
what was the reason for these.?

I tried to scan but the picture is a small 1/2 frame.
I had to look at it with my jewelers loop to make it out..

He was one of 22,000 dues paying NSDAP members who maintained continuous membership with a number below 100,000-- meaning he joined by 1928.

Hard to tell when nobody is wearing a ribbon bar. In fact, from this fellow's very junior rank, he may not have HAD anything to put on a ribbon bar, being an ordinary Nazi (of the oldest of the "Old Fighter" category) called up for war service, and so not a career uniformed Nazi functionary at all before the war.

Glenn has the SchutzPolizei Dienstaltliste for @1940. In it there were @6 Oberlts. with numbers lower than 100,000. But this man isn't one of them.
Before 1933 you could be booted from your job for belonging to the NSDAP.
It could also have been an 'honorary' award badge.
