Paper holder?

Anyone have any thoughts on this? It has been pinned on here for at least 35 years, it's not a shoulder tab device, it looks like it was designed to hold paper.

It has a very long thin straight pin on the back of the device and is hollow.

Ideas? Knowledge?

I believe this is a tinnie for a new enlistee/recruit. I've seen them with the words 'Wehrfähig', 'Infanterie', etc. in the slot.
