Need help to id GCiG holder with 4 tdbs

Here is one of my new portraits. The seller claimed this person must be Max Wandrey but i don´t think its him? Would like to hear what you think.

You're right, it's not Wandrey, who was a Lt. when he got his DKiG in May '42 and this photo is clearly late war.
