The Cyrillic writing says "T.G. Shevchenko". Shevchenko (1814-1861) was a revolutionary democrat and ardent fighter against Tsarism and serfdom. The monument and its surrounding park area apparently still exists today. Many German soldiers took photos of this statue because it was finally something different from the countless statues of Stalin and Lenin.

          All the best,
          Jason
