photo - foreign volunteer?

i was going through my photos and i came across this one ~

if im not wrong it looks like a foreign volunteer, anyone know what sort of race this person is?

I think it's hard to say, I can't see anything on the uniform to mark him out. He could just be a bit naturally swarthy, though his hands do not look caucasian that could be partly due to the lighting.

I would think it is the lighting, but I can't really be sure. I would say that it is too hard to place an ethnicity on him, though. Without any uniform markings it is just difficult.
